Driving is a skill that requires the full attention of the person behind the wheel to safely control the vehicle and respond to any events happening on the road at all times. Anyone who causes an accident because they were distracted, even for a second, will generally be found at fault. Depending on the amount of damages, they will hopefully have a valid auto insurance policy, or be subject to paying the costs out of pocket, which could end up being everything they own.
